UK Councils Plan to Sell Off Social Clubs and Leisure Facilities to Balance Books

Based on a new poll of municipal councils, UK councils are planning to offload social clubs, athletic facilities, and retail spaces as they rely on a fire sale of assets to stabilize finances.

Growing Financial Challenges Drive Asset Sales

A coalition of councils representing major urban areas in England stated that 60% of councils are intending to dispose of properties to meet the escalating costs of social services for vulnerable individuals.

Local governments have in the past faced criticism for disposing of playing fields and land to support their finances, but they contend they must proceed to generate essential revenue from asset sales or declare themselves bankrupt.

The group said that a significant number of authorities attempting to generate funds from a fire sale of holdings represented “a clear change from 2024, when the majority (60%) of local leaders stated they would focus on service redesigns and using savings to manage increasing financial challenges.”

Detailed Cases of Planned Disposals

Medway Council in southeast England announced its asset disposal plan featured the disposal of a shopping centre in Rainham and a community venue in Rochester to generate £20m over the next half-decade.

  • Gillingham golf club and commercial properties owned in two English counties, which all provide rental income for the authority, will also be disposed of under the strategy.

Council Tax Rises and Wider Financial Strains

The survey of local authorities in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of councils will need to raise council taxes next April to address the rising cost of core provisions, increased rates of housing insecurity, and a persistent accommodation deficit.

Medway council said it will press ahead with property disposals after sharp increases in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.

“We are taking creative strategies but some of these require time to deliver both better provisions and cost efficiency,” stated a council leader.

He added: “There are demographic pressures which will persist to add to the strains we have. As a unitary authority, we had a 91% cut in our revenue support grant from over the past decade, which is extremely difficult.”

Countrywide Patterns and Projections

A survey of county councils recently also found council budgets being strained by the increasing figures of young people and adults requiring Send support.

The County Councils Network projected that local shortfalls will hit 4.4 billion pounds a year by the end of the decade, as they grapple to cope with increased demand.

Government officials have put off scheduled changes to the special educational needs framework until next year after a policy document outlining those changes has been postponed.

Deprivation and Financial Gaps

According to the most recent deprivation measures (IMD) covering UK local authorities, several participating urban areas were included in the most disadvantaged in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 across the country under the latest deprivation indices,” noted the study.

“While only one key city is in the top 10 for disadvantaged communities countrywide, urban areas are much more prone to be in the worst-off 20% of England. The figures highlights the scale of difficulties facing local leaders across major urban centers in the next twelve months,” the report concluded.

“Council officials have been clear about the need for a equitable and lasting financial structure that reflects and addresses the actual extent of deprivation and demand,” stated Michael Mordey.

“Lacking this, local authorities will persist to face difficult decisions around which vital provisions to allocate spend to, and which to reduce, to the detriment of their communities.”

A fifth of local authorities have cut or compromised care services in the past 12 months, the study revealed.
